Volume issues through poweramp in

When I hook up my Pod X3 Live to the power amp in of my combo amp, even when using line level, the sound is significantly (unacceptably) quieter than when I go through the guitar input. Does this mean that I need to add an external preamp before or after the pod to use this input?

You shouldn't need a preamp. Did you check to make sure that the Live Out Level switch is set to Line?

Check your Output settings on the X3. Make sure the 1/4" outputs (which I assume you're using to route the X3 to the power amp) are controlled by the Master Volume. It may be set now so the the MstVol only controls the XLR Outs.
