shortboard minimum volume

I have a spider valve 112 and mkII shortboard. how can I get the volume pedal to give me a minumum volume of about 65% at the heel and full voume at the toe? I have updated the pedal and calibrated. the calibration sets the full range of the pedal but gives no option for anything at the heel but zero. I attempted to "trick" the cal, but that only made the sweep more sensitive. Any help would be appeciated. Others have asked this question on different forums, but this question has not been answered directly.
its not a feature of the pedal, it would need to be a feature of the amp, and it isn't.
the only thing you could do is buy a standard volume pedal and put it in loop of the amp.
