Static noise every few seconds with PodXT (as audio interface), help?

I'm having a real problem that's driving me insane.
I just got a new computer (will provide specs if you need it) with Windows 7 (64 bit).
The PodXT is acting as an audio interface and the L & R outputs are being sent to the studio monitors. Sounds are coming out of it just fine, but I frequently (every few seconds) get what sounds like static noise for a second or two. When playing through the Pod with my guitar (i.e. no computer participation) it's fine.
On my old Windows XP laptop this arrangement worked just fine, but it's not the case here.
I installed the latest driver (Version 4.0.2.3), I tried changing the USB cables, I've used every USB port on the computer but nothing seems to be working.
Any help would be appreciated as this problem is not making me a happy bunny.
Okay strange update.
I went to the driver settings and changed the buffer sizes to the largest, and I thought it worked, so I closed the driver window. The same problem persisted.
I then found out that if I kept the driver window open it would lessen the issue - even with the buffer sizes back to normal. Why would having the window open change this?
The problem is still not solved though as there is still the irritating CRRRRKKHHHHH sound every once in a while.
Any help?
