I have the exact same issue.  Tried replacing tubes (pre and power), didn't make a difference.  I use my amp at home in my bedroom, I'm sure that if I took it out and played with other people it wouldn't be noticeable.  My solution was to use an attenuator and not use the low volume mode.  That took the noise floor to nearly nothing, and I'm quite happy with the amp now.
