The Rotovibe was originally supposed to emulate the effect of a rotating speaker but has some interesting tones all of its own, from what I hear.  I don't think there is any one effect that is identical to the Rotovibe but you can get much of what it does from several effects on the Pod.

Depending on what you want:  the Rotary Drum (under Modulation) is an emulation of a Leslie.  The only nuisance is that it only allows you to set the speed as fast or slow.

Many of the other effects should be achieveable by using one of the phasers or the Univibe and assigning the expression pedal to the speed parameter.  You could also try running both a phaser and a vibrato simultaneously and assigning to the expression pedal to speed on both effects.  You could then use the expression pedal to modify the speed of the effect and use the depth controls to modify the intensity.

Listening to demo's of the Rotovibe:  I hear a strong component of the original dry signal mixed in with the effected signal.   I would suggest that you use the mix control for each effect to mix some of the dry signal back in with the effected signal.  Try somewhere around 60%.
