You can use expression pedal and set it to control volume of both amps. Set first amp minimal volume to 0% and maximal volume to anything you need and for second amp, set maximal volume to 0%  and minimal once again to value you need to keep it balanced when switching. This way with expression pedal down you will hear amp 2, with expression pedal up you will hear amp 1.
