Yes, you've got it right.  But only disable the vocal track you're recording -- leave the backing tracks alone so they can play in real time.  The latency you've experienced is the disparity between the existing, pre-recorded tracks (drums, bass, guitar, whatever) and the almost-but-not-quite realtime vocal tracks that are running through the gearbox or pod farm plugin.

By using Tone Direct monitoring for the vocal side of things, combined with the pre-recorded tracks from Reaper/Sonar, you'll be latency free and loving life.  You can still actually use the Pod Farm standalone to process your vocal tracks in essentially real time and you'll be all set.
