you can transfer the ownership of hardware (which would include any licenses that come bundled with the hardware whern it's new, as those licenses are tied to the hardware not the user).  But any other licenses that you buy seperately fromt he hardware are permanently tied to the user account that bought them.  there is no way to transfer them.  they only thing the old user could do is to remove his personal information and credit card details from his Line 6 account, change the password to something he can give you, and then change the email address on the account to yours.  then effectively you own his Line 6 account.  if the old user has other licenses that he doesn't want to tranfser to you though, there's nothing that can be done.
