Yep, you basically have described the current behaviour of the Pod footswitches with Midi.   Currently you can send any value to the Pod within the CC message and it will  simply toggle to the opposite state.  The midi convention is as you say (0-63 for off, 64-127 for on).   If you want to see that implemented on the Pod can I suggest that you raise a feature request at the link here and hope that Line 6 are listening.  http://line6.com/company/contact/productfeedback/
