POD HD Edit Can't install on Windows 8.1 Pro

I just did a new install of Line 6 Monkey for my POD HD on my laptop. After updating everything I got to the point of installing POD HD Edit from Line 6 Monkey.  When I did this it failed.  Line 6 Monkey redirected me to the website and told me to download the software and manually install.

 

I downloaded POD HD Edit v2.26 Installer.exe and then ran it as Administrator.  The User Account Control appeared asking me if I wanted to allow a program from an Unknown publisher to run.  I clicked Yes and was immediately present with the message:

 

This App can't run on your PC

To find a version for your PC, check with the software publisher.

 

So here I am asking for help with getting this installed.  Has anyone a solution for this issue?

 

Background:

The drivers installed no problem. The USB firmware and Flash Memory needed to be updated. The updates were successful and version info is:

Drivers: 4.2.7.6

USB Firmware: 1.04

Flash Memory: 2.62

License Manager: 1.10

Monkey: 1.71

 

PC: Intel Core I5-2450M CPU @ 2.50GHz, 8GB RAM, Windows 8.1 Pro 64-bit OS

I went to software downloads again looking for a 64-bit specific version of HD Edit.  There is now.  I downloaded the software again.

 

Before downloading though, I researched a few things then ran the License Manager and found the device was not authorized. I authorized and tried again. This time the software worked.  Whether the authorization actually made it work is questionable.  A more detailed response from the installation software would be better instead of forcing windows to throw a useless message.
