Is the JTV-69S compatible with a PodXT Live pedal. Also, I already tune my instruments down 1 half step. It would be nice to use the tuning feature, but is there a way in Workbench to "make one half step down" the new "standard?"

1) Yes - you will be able to control JTV-69S model selection within a Pod XT Live preset. However, that's about all you can do with the JTV and a Pod XT; it provides less control than a JTV-compatible Pod HD device; particularly alternate tunings and Vol/Tone knobs as controllers.
2) I don't believe you can set a global alternate tuning in Workbench. I think you have to do the alternate tuning separately for each model. However, the JTV itself provides the alternate tuning you are looking for. You'll find it (or can easily create it) in the available alternate tunings knob. Create your models with standard tuning in Workbench then engage the 'half-step down' alternate tuning on the JTV.

In reference to your 2nd question:
The tunings are all based on what your strings are tuned to physically, so if you're already tuned to Eb (-1) on all your strings, all the alternate tunings will be relative to that (Alternate tuning Eb (1 down) will now actually be D (2 down), and so on. In reality, if your strings are tuned down to Eb to begin with, that IS "Standard" for you. The problem then is that all the alternate tunings will be 1/2 step lower than normal also.
As silverhead said, there is no global alternate tuning, but "standard" tuning on the JTV means no changes to strings as tuned physically, so maybe that's what you want already.
You could modify all the alternate tunings in workbench to be 1/2 step higher that normal to keep them as intended relative to "E" standard" tuning with your guitar tuned down 1/2 step.

If you always play with your strings tuned down 1/2 step I would tune your JTV that way too. The advantage of this is that your mag pickups will be making the same notes as the models so that you can switch between or blend them. If you use the alternate tuning to tune down 1/2 step, the Mags won't be in tune and you won't be able to use them.

To Guitarno.....thanks....and that's exactly what I want.....if I'm playing all night in "E-flat" if I do a drop-d then I want the low D to "equal" d-flat....or, say Open-E would want Eb, Bb, Eb, G,Bb, Eb
I hope I'm making sense.....lol

FYI: the alternate tunings are "calibrated" (for lack of a better term) to standard pitch, so if you perform an instant capo with an exotic tuning (i.e. Open C) the notes may not be correct if you are already tuned down 1/2 step. not that you plan to do that, but just in case you venture down that road. If you plan to use multiple opening tunings you may want to switch to the HD500X, as you can have each patch contain a custom tuning.
