How to assign a parameter to a footswitch?

Just curious - does the footswitch take on the min value when ON and max value when OFF (or vice versa)? If not something like that, how does a non-sweep controller operate with min/max values?

It just toggles between them. I guess in some sense, max is on (the scribble strip label is bolded), and max is off (label is dimmed).
