Basically, you can do the following: control the presets banks by pressing the up and down arrow keys. control the 4 presets within a bank (A ,B,C and D) turn on and off effects, the FS1, FS2, FS3, FS4 and FS5 keys (these control compression, stomp, echo, modulation and reverb) control tap tempo for the delay with the tap button. use the function key to engage the looper and tuner. By "scenes" I mean, instead of FS1, FS2, FS3, FS4 and FS5 controlilng individual effects, they would control multiple effects or parameters at once within a single preset, or so called Scenes. Example: Preset A - Fender Twin with reverb (clean) Preset B- Fender Twin with reverb. compress, EQ, Boost & an overdrive I am not a POD or Helix User, but I believe both of these products can do what you have said.
