For sure Helix can't be replaced one-to-one, it's physically impossible (2 processing units in most of Helix devices) - Helix Stomp or Helix Effects are another story.
Most of presets can be converted by an experienced user. If the user knows what the sound track should look like, he will be able to handle it.
Helix to POD is not a remedy for everything, but it allows you to use a much larger library of helix presets (over 9,000 presets, the pod equivalent contains less than 2,000), it also allows for a much wider use of the device than in the basic version (effect paths etc).
