11/25/13 update:
Since updating to 2.20 one week ago I have not had the low volume glitch at all. My HD Pro has been powered up about 20 times in the last week and has been fine every time.
I will mark this issue as "solved". Thank you Line 6.

Try holding down the navigation pad to the left as you turn on the power.
