The Effect Tweak knob on my PODxt does nothing when turned, I can't change any settings at all. Everything else on the unit seems to work fine though.
This is a used unit, most likely out of warranty. I'm guessing it just needs a new potentiometer, and after doing a google search I came across this thread which provides the part number for the Effect Tweak pot on the PODxt Live:
