Translation: there is a thing that looks kind of like a black Chiclet with three metal legs and a metal fin opposite the legs. It will be bent over to lie flat on the board, on some designs next to one of the metal lines on the circuit board. It shouldn't lie on the metal lines, though, so if it is, loosen the nut that holds the fin down and slide the top over so it's not on the metal lines any more.
This image is of a Pod XT's innards, but the voltage regulator is right by the MIDI connector closest to the center (EDIT: or maybe not, there are three similar looking components, some of which may be power transistors, but a VR is going to look like that. You'll have to look up the numbers on the part to see which is the VR.)
