I am on a brand new and updated Helix and am having the same problem. Adjusting the global setting to TOUCH or TOUCH + PRESS did not solve the issue. Any further suggestions would be greatly appreciated. More background: I am making a new Preset, finished adding everything where I want it in the signal chain but nothing will allow itself to be assigned to a footswitch.
