Just encountered this issue today with my new stadium XL.
The problem as described by the OP is a clock desync issue.
I know that it seems strange, but the system clock is used for the verification of files, as such having it badly misaligned can make the system reject all sorts of network protocols and behave oddly. This is what causes the QR and number code to not appear, and downloads to throw errors in this specific instance.
The solution is to manually set the clock to the local time and reset the wifi connection by hitting disconnect and reconnect in the wifi menu. It might take a minute, but things should start working.
This is the first thread popping up on google for the problem, and it is likely going to be happening to a lot of people receiving shipments with the clock set badly from here, so the info should really be posted prominently.
