Expression pedal issue with MIDI

So I am using a GCX Ground Control to control a POD HD Pro.  I have an expression pedal plugged in to the GCX pedal board.  It then controls the Expression values set up in the POD Pro.  Works great.  But...If the pedal is heel down ("0"), then I pick a program that has the EXP pedal enabled in it, when I switch to that patch it acts as if the pedal is at 100% (toe down).  I have to bring to pedal to 100% THEN back to 0% for the value to be "0" or toe down.

Is there a setting to make the "default" pedal setting to be heel down?  It is strange as the pedal is heel down which means the CC# value is "0"!  But when I go to the patch it acts as if it is "127"???  Thanks for any help.

That didnt help.  I disconnected the MAC and saved the preset heel down.  Great until I go to another preset then come back to that one.  Even with the heel down it acts as if it is toe up or 100% when I come back to that preset
