expression 1 & 2 on HX EFFECTS

Greetings all,
bought a new Line 6 HX EFFECTS but can't for the life of me make either of the EXP ports work.   This is a major show stopper too, I'd have to return this if I can't get it functional.  I have my choice of 2 different functional pedals: Mgear EX-P or a Earnie Ball volume both of which have TSR port cables. I plug in TSR cables from pedals to HX and go into HX EDIT on my PC to watch for any expression % changes. NOTHING!  Also looked at the HX itself of any EXP % changes, absolutely none..  Volume Block in the effects line up is VERY MUCH ENABLED.  I can of course assign to EXP 1 or 2.  I've swapped EXP ports to pedals on the HX ports, nothing again!  I thought I've seen some things regarding the HX unit needs to POWER UP with an EXP PLUGGED IN so the software knows of the exp existence.  I've done all that..  Out of ideas other than this thing brand new out of the box doesn't function as described.   Anyone know of this, what steps to resolve?  I hate the idea of taking this back. Seems
like an impressive small unit with some sound muscle.
