How to make unity volume when POD Express is off or on

What am I doing wrong? 

When the pedal is on, it's got plenty of volume. When the pedal is switched Off, it's way too quiet. I would like the volume to be the same whether on or off like any other pedal.

Fiddling with the dial on the left side of the POD Express doesn't balance the volume when the pedal is Off with when it is On.

Since there's been no response, I'll ask this another way:

When you use the POD Express, once you've got it turned on, do you use it with other pedals; do you leave it on always; or do you ever turn it off and use other pedals? When I turn mine off it kills the volume from itself and from other pedals. It's like there is no pass through. Is that normal? Should I not use it with other pedals and just use it alone?
