I'd like to set a knob to control the loop return parameter for ALL presets and snapshots. OR I'd like a change to that parameter in one preset/snapshot to change ALL of them. Can this be done?

Mine has had 2.71 since I got it and I never had any issues (bought early 2019). Running 4CM with my amp. Weird, sorry you're struggling.
