No. They are not blinking. All 4 tone LEDs are solid. The Bluetooth light is solid but very dim. I am not able to connect to it via USB or Bluetooth. I am also unable to perform the factory reset. It is unresponsive to everything I have tried.

I am having this exact same problem. Factory Reset doesn't work :(
