this sounds like black magic, but set the poll rate on your mouse to 250. That incredibly worked for me.

Did you try to close the gate on your effect line? I usually leave it like this for Rythm tones: Threshold -30 Decay 30% And Threshold -25 Decay 100% for sustain lead tones that have heavy distortions or wah. Also, keep it away from electrical outlets and your pc.

Did you install the Asio driver too? it's not mandatory, but maybe we can give it a shoot. Also remember to update your DirectX and .net framework...just because everything that fails on windows its usually because of those two.
