One option may be to assign a "Mute all" from the command center to a footswitch. Open Command Center, touch the footswitch you want to assign on the screen, select "utility" from the menu at the bottom of the page, and move Encoder 2 to "mute all". This should save you a little time when getting in/out of tuning.

Snapshots don’t honor volume pedal position…

Not sure if something changed on the backend, but you could use the "press/turn" method in the inspector window to assign this value as a snapshot, then change the different values for each snapshot on the volume position (Encoder 1).
