Based on the power supply compatibility chart above your DC-3H should work (I always used a DC-3G with my HD500X and in the past with the HD500), especially if you bought it new.

 

If the power supply LED lights up when you connect it to the current, it is a sign that at least it turns on, otherwise it doesn't.
If it's new it should certainly be able to supply all the 3000 mA necessary for the POD to work properly and turn on, if it's old maybe not.


If you are confident that the power supply is working properly and the POD fails to turn on then perhaps the connector on POD for the power supply is damaged.

 

Also, if you have a Variax (which could have a not perfect or defective VDI connector) connected to the POD disconnect it from the POD before trying to turn on the device.
