Does stereo revert to mono when only one cable is used?

If I create a preset and split the amps left and right, but for live playing I only use one cable, will the sound come out as one mono output or will it still come out stereo and I'll lose my sound from one side of the mix?

I know I could set them straight up the middle in the mixer stage, but I'm going to use this for recording and I'd like to have stereo outs when recording - but not live.

It depends on what POD HD model you have, and on the outputs you are using - 1/4" or XLR. The answer is usually found on the labeling of the output jacks visible on the device. Some will be stamped with something like L/MONO which indicates that the stereo signal is summed to mono if only the L output is used. Other outputs are simply labeled L or R, indicating that the output always and only delivers the L or R part of the stereo signal, even if only one of the pair is used.
