I just tried and it worked perfectly. iMac 27" Retina 5K 32GB using Catalina and Safari 15.2 I would suggest that you use Safari for the download, because I know that works. Some folks have had issues with Firefox where it opens the wrong version, or you may have an alias on your Mac which is pointing back to a the latest driver which AFAIK will have been downloaded as part of the HX Edit v.3.11 updater package.
