Headphone volume separate from main out.

Only way to do that as far as I'm aware is to use headphones with a built in volume control, or use a headphone pre-amp that will allow volume control. You don't need to spend a fortune - the Behringer MicroAMP HA400 Headphone Amplifier is under £20 and is reportedly very good and lets you run up to 4 headphones:
