If you want absolute pitch shifting, use the Pitch Glide effect. That should do what you want to accomplish.

The Pitch Glide effect will let you do that. It can be used for static, absolute pitch shifting. It doesn't have to be used as a Whammy type effect. Just set the pitch to wherever you want it, set the mix and you'll be good to go. It will harmonize everynote you play to the same interval. There's no way to disable the scale on the Smart Harmony.
