From the latest HD500 Advance Guide:
The EXP TOE SWITCH can be assigned to send two separate MIDI CC Toggle commands, which allows it to alternately toggle between two functions on your target device.
The 1.40 firmware apparently doesn't support this. Is that intentional?
It doesn't work very well with 1.31 firmware either. I've got FS5 toggling CC#25, MIDI-OX shows this (the first column is a timestamp):

Just what I'd expect.
The toe switch is set up to toggle controllers 25 & 26, here's what MIDI-OX sees:
00627249 2 -- B0 1A 00 1 --- Control Change
00627687 2 -- B0 19 00 1 --- Control Change
00627AAD 2 -- B0 1A 00 1 --- Control Change
00627E84 2 -- B0 19 00 1 --- Control Change
It sends the programmed value each time, it doesn't toggle.
The really odd thing is that I had it working correctly for about ten minutes, but now it just doesn't want to behave.
Also, bugs in HD500 edit prevent changing these settings from the PC, you have to use the hardware UI.

Just use a standard CC 0 or 127 message on MIDI CC# 59. This will toggle the toe switch but it does depend on the switch being in the intended state to start with.

It doesn't work, and I'm trying to figure out if I'm doing something wrong, or if it is a bug.

If you are using CC Toggle command it always sends a message upon loading the preset so whatever you are aiming it at will toggle it to the opposite state, therefore if your slave device is reacting to MIDI Program Change as well then the preset you are loading on the slave should work as intended if the Toe Switch assignment is pre-saved in the opposite state that you actually want it to be in. I get around it by using standard CC commands which don't get sent on loading the HD500/HD Pro preset and therefore my slave preset is just loaded as I want it and The Toe Switch state is unaffected.
It doesn't seem to matter with CC Toggle whether you send 0 or 127 as the receiving device just flips the switch to the opposite state.
I don't think you are doing anything wrong.

I think what you're saying is that it's a bug in the HD500 firmware.
FS 1-8 can send a CC every time you press the switch, with the value toggling between 0 and 127.
The manual says I should be able to toggle two different CC with the toe switch. Have you ever tried that?

Yes I've tried that. It toggles the state of the remote device parameter every time you press the toe switch and it appears to make no difference what the toggle value is set to. I find it more predictable/controllable by using standard CC with the toe switch.
For me to use the HD500 as MIDI master to control another HD500 or an HD Pro as slave, it works.
