From what I recall: any CCs that you have assigned to footswitches within a preset get sent when you select that preset. However, the PC message is always hard coded to the preset number and cannot be mapped onto another message. Assignment of PC messages to footpedals do not get sent either.
If the M9 responds only to Midi PC messages then the only way to get that automatic change of patch on the M9 when you select an HD500 patch is to assign patches directly one for one... sequentially as you say.
HD Patch 1 = M9 Patch 1
HD Patch 2 = M9 Patch 2
HD Patch 64 = M9 Patch 64
I can see how this behaviour could be irritating but there could be other issues if all Footswitch-assigned PC messages were sent also. e.g. my Marshall JVM responds to Midi PC messages to I have a footswitch assignment to send a MIDI PC message to the amp to turn to the second master channel. If this were sent when the preset was loaded then I would be sunk.
No idea if there is a separate device that might allow you to do the midi mapping external to the two devices ...

Actually you probably wouldn't be sunk as that is the beauty of MIDI - it has 16 channels. If the HD500 outputs PC on the base channel, which your amp is picking up then why cannot it send a PC on ch 16 as well? L6 missed a trick there...everything is in place.

I guess the bottom line is that the HD500 can act as a basic Midi controller but it does not have the full range of features as a dedicated Midi controller device.
If it is anything to go by, I have to adopt the sequential approach for my amp also, with channel changes aligned to HD Presets.
