Regular static/popping with kb37

I just set up my new computer and I am getting a regular click/pop/static sound whenever I play back audio.
If I have Ableton running with a guitar track armed for recording it is always audible.
When I had programs loading, or any status bars filling up it makes a white noise/static sound.
It is a short static burst of three small pops (dutdutdut) sounds kind of like a noisy hard drive clicking, except it's coming through the speakers.
I have gone through all of the steps to maximize recording on a pc.
I have seen a solution where you uninstall an AMD USB filter, but I do not have one installed.
I have also seen a solution where you install the AMD USB filter.
I read somewhere your graphics card could be using too many resources, I don't know how to lower it's settings but I am not a gamer, I built this computer for recording so graphics are not a priority.
Please help, I don't know what else I can do.
This noise is driving me nuts.
I recorded it if you would like to hear it. It is so regular I can use it as the beat to play guitar to. Ugh.

You list many things you tried already.
But you did not mention updating your driver.
If you haven't already, run the Line6 Monkey to ensure you have the lastest drivers/firmware.
I am running the newest drivers, version 4.1.1.7
The KB37 worked fine on my pentium 4 Dell running XP sp2.
Should I partition my hard drive and install Windows XP as well as Windows 7?

If you change the buffer slider in the Line 6 Audio MIDI Devices control panel does that make a difference?
Are your session sample rates in Ableton the same as your driver sample rates?

There is no change in the volume or frequency of the static clicks if I change the buffer size in the Audio-Midi Devices menu.
Ableton and the driver are running 16 bit, 44100 Hz.
I tried out my blue yeti mic to see if i got static if I used it to monitor and it was completely static free.
I can actually see the static on the podfarm 2 output bar.

Are you connected via a USB hub? This has been know to cause issues with pops and clicks.
As far as the USB filter driver, this resides in a program called ATI Catylist. If you have searched for the driver manually, please check to see if this is on your system.

Thanks but I have already tried both of those. There is no USB filter listed with the ATI Catalyst components to uninstall.

Hopefully the problem has been solved.
I changed the power saving setting from Balanced to High Performance (which wasn't presented as an option originally for some reason.) and then listened to music.
I heard no clicks or pops in the audio. I ran ableton and played back some recordings and I heard pops and clicks but not at a regular interval, maybe it is unrelated.
Drum loop files played alone had no pops.
