Solution about Line6 UX-1 problem

If I bought a Rolls PB 23, could I afterwards connect it to the Line6 UX-1 and get audio out?
Because I thought of an cheaper mixerboard like the Behringer 302USB one and heard it only had 15v phantom power and my microphone the AKG Perception 220 requires more.
So, would this be a solution?

 

Or do I have to cough out more money for another soundcard like the M-Audio Fast Track MKII or ART Dual Pre USB?
