snapshots and effect parameter changes..................

Snapshot 1 has a distortion block (screamer) with gain set at say 4 and level at 7.  I want Snapshot 2 to be identical in every way as Snapshot 1 except that I want the gain on the screamer to push up to 7 and the level to 9.  I want to save the preset as described. Can this be done and how do I do it?    

The obvious reason is that I just want more punch out of the screamer when moving from Snapshot 1 to Snapshot 2

You need to assign both parameters to the Snapshot controller. Set the levels you want for Snapshot 1 and Save the preset. Set the levels you want for Snapshot 2 and Save the preset again.

Assign both parameters to SNAPSHOTS (RTM). Save each SNAPSHOT (by saving the Preset) with those parameters set as desired.

When the SNAPSHOTS behave the way you want, SAVE the Preset with whichever SNAPSHOT you want to be the default that loads with the Preset.
