Can I use my amplifi tt as a head and plug it into a cabinet

You would need a powered cabinet, preferably an FRFR or PA speaker.

Exactly. The Amplii TT has a very low output. You need to connect it to either a Home theater sound system via RCA (red & white connectors) or to a Powered PA system in order to have stored music audio present (i.e. To jam along with). You can connect it to an Amp via "Amp out" however, only your guitar audio will be present. Any music played from an iPad, iPhone, or Android will not be heard.

I'm connecting the Phone output into my Orange PPC108 cab with a Speaker cable, loud enough for my use, and using speaker cable sounds better than instrument cables to me. If you're just using the setup for practice I think it would be good enough.

Why is the Amp Out port on the back of the TT unit so quiet, really almost useless.

Is it just mine or are they all like that?

The AMP put is approximately instrument and meant to go into the front of an amp.

No, you cannot use the TT as your power amp.
