quoting from "POD HD500 Advanced Guide v2.10 - English ( Rev A )", page 6-8:

• With an Amp Model Off: You’ll see only a VOL knob, as shown above for Amp A. This is a separate parameter strictly for the Amp Model’s Bypass Volume. Use the VOLUME knob on your device to adjust this, and its value is stored separately with the Preset for whenever the Amp Block is Bypassed.

If you have an amp model selected in a patch but you then choose to switch it off the BYP volume allows you to adjust the volume of your signal path to adjust for the amp being switched off - so, for example,  you may wish to increase your signal path strength through the amp block if the amp is off, so in that case, you would increase the BYP volume level.

Adding to the others above, there are certain patches that do not have an amp such as most acoustic patches or synth patches.  The bypass volume controls the signal through the amp block even when no amp is selected.  If you turn it to zero there will be no output!

By the same token, if you have a dual amp patch and you have it set to switch amps with one on and one off you must ensure the bypass volumes are set to zero or the signal from the disabled amp path will be mixed with the amp you want to hear.  Do this for both amp blocks and the bypass state will be stored when you save the patch.

Actually, if you have no amp selected in the amp/cab block, the bypass volume doesn't come into play. The signal just goes straight through that block. The bypass volume on comes into play if you have an amp selected but turn it off. It's a rather limited set of circumstances that I could see it coming into play.

It is sure that the sound of byp volume does not come along when the amp block is on ?in doubt, I always set, the byp zero

If the amp block is on you are getting the signal processed by the amp model.  The bypass volume is only used when the amp model is in place but turned off.
